What Docker said

The FAQ says: "New pricing goes into effect on December 10, 2024, for all new customers. For all existing customers, new pricing will take effect on your next renewal date after December 9, 2024."

Docker tied the new prices to more in each plan. The FAQ lists Docker Build Cloud minutes and Testcontainers Cloud with the paid plans, and says Docker Hub hourly pull rate limits are removed on paid plans. The FAQ says the minimum Team size dropped from 5 users to 1.

A November 5, 2024 note on the Docker blog moved the dates. The last sale date for the old plans became December 9, 2024, and new plans became available on December 10, 2024.
